DESCRIPTION OF BUG:   ERROR for Rx_Clock_PDF Format Table

IBISCHK5 reports "ERROR - Parameter Format is mandatory for Rx_Clock_PDF"
even though the Format parameter is present for an Rx_Clock_PDF parameter.
The Table Format is allowed for Rx_Clock_PDF per the IBIS 5.0 specification.
There is no reasonable way to suppress this ERROR report.
Removing the word Format yields the first ERROR plus:
"ERROR - Found a branch Table expecting a leaf for Rx_Clock_PDF".
