    Found in the source code for the beta Improved Golden IBIS Parser:
    IBISCHK2 V2.1.4.  Confirmed in the source code for the official Golden
    IBIS Parser: IBIS_CHK V2.1.11.

DESCRIPTION OF BUG:
    The parser allows the R_pin, L_pin, and C_pin sub-parameters of the [Pin]
    keyword to be specified in any order.  However, when the values for these
    sub-parameters are read in for each pin, the ordering R-L-C is expected.
