  Continued discussion of definition and distintion between column header and sub-parameters. The desire is to clarify the intent without needing to edit sections of the specification that haven't changed in many years. The compromise solution seems to be to describe the different usage of the subparameter term. A general description of subparameter is added to item 7 in section, 3.2 Syntax Rules.
