  Review edits in BIRD202.4. Accept or make minor edits the changes presented
    before voting on the BIRD.
  Discussion of definition of [Manufacturer] if it appears under [Begin EMD]
    or [EMD Set].
  Clarification of usage of A_gnd on terminal_type lines.
  
  [AR] Randy Wolff will send edited BIRD202.4.
  [AR] Michael Mirmak will incorporate changes of BIRD202.4 into specification
       and move C_comp precedence text to the related section in draft7.
  [AR] Weston Beal will test Google Docs for stability and features to see if
       we can use that tool for collaboration in editing the specification.
  
  BIRD200 suggests adding an additional chapter for rules of precedence. Bob
    suggests that rules of precedence should be included in existing sections
	that deal with the keywords and parameters.
