Vref, Rref, & Cref

I have a clarification question regarding the use
of the Vref, Rref, & Cref subparameters. If one
uses only a capacitor to ground as a test load, does
this mean only Cref is included in the IBIS model and
not Rref and Vref? Is the absence of Rref the same as
Rref = <infinity> and Vref = <anything>, as far as
simulation is concerned? Thanks.
