Based on a review of the original intention, BIRD86.1
proposes a different solution than originally issued in
BIRD86. For reference, the BIRD86 proposal is archived
as part ot the ANALYSIS ... section.
BIRD86.1 is scheduled for discussion and vote at the
January 9, 2004 IBIS meeting.
