Thanks for your question. IBIS stands for "I/O Buffer Information
Specification." In brief, it is a standard human-readable format for
exchanging information on the electrical behavior of I/O buffers,
usually for purposes of system-level signal integrity simulation.

Put another way, IBIS permits semiconductor vendors to distribute
information to each other, system designers and EDA software tool
vendors on how their I/O buffers will behave in the system environment.
The behavioral format of IBIS -- I-V tables for strength, V-T tables for
speed, etc. -- permits simulation and analysis of buffer and system
response without compromising critical intellectual property, such as
circuit schematics or process descriptions.
