This depends on what you mean by "levels".
 
If you mean 5 drive strength options, but no change in drive strength option
during a transition, then usually one IBIS model is created for each drive
strength.
 
If you mean 5 different drive strengths used during one transition (such as
a buffer with internal feedback), then table-based IBIS modeling probably
would not be suitable.  In this case, one could consider IBIS 4.1, with an
AMS or SPICE language option.

has 5 levels.
