[IBIS] Touchstone(r) 2.0 Draft Document for IBIS Open Forum review

On behalf of the IBIS Ad Hoc Interconnect Task Group, a draft
Touchstone(r) 2.0 specification has been posted, to be considered for
formal standardization by the IBIS Open Forum:

The document will be formally introduced at the next IBIS Open Forum
teleconference.
