[IBIS] U.S. DST change before next IBIS Open Forum teleconference

A heads up: clocks in the U.S. will be moved ahead by one hour on March
8 this year. So for those whose clocks DO NOT change to Daylight Saving
Time (Summer Time), the next IBIS open forum teleconference on March 13
will begin 1 hour earlier (15:00 GMT). The meeting will of course be at
the usual time for those of us who do move our clocks ahead 1 hour.
