[IBIS] An IBIS-ISS spec question

Hello everyone,

I hope the IBIS Summit is going well in Asia...

I was trying to read what our IBIS-ISS spec says about
global nodes and parameters, and I did find the definitions
on the latter on pg. 26, but I can't find anything like that
on global nodes in the document.

As far as I remember, we did have rules in our drafts about
global nodes not being supported or not being visible inside
the IBIS-ISS subcircuits, but I can't find anything about
this in the document now. Please let me know if I am missing
something, but if this fell out of the document for some
reason, I believe we should add it back as soon as possible.

What is our IBIS-ISS "BIRD" process to document such spec
change requests?
