Released Executables for ibischk4 Version 4.2.2

Contents included compressed executables for ibischk4
under the following directories:

Previous versions of ibischk4 executables exist under:

  old_v401
  old_v402
  old_v410
  old_v411
  old_v420
  old_v421

Independent .ebd and .pkg file checking is done using
the -ebd and -pkg flags.  The -caution flag produces
additional Caution messages for all [IBIS Ver] versions.

This release addresses BUG95, BUG96, BUG97, and BUG98.
