I don't think that the spec recommends any specific step size.
To change the step size to a different value - alter the
SWEEP_STEP_DEFAULT value in s2idflt.h file in the /src directory and
recompile the code.

I am interested to capture part of the VI curve (pullup,pulldown, ground
clamp and power clamp) range in small step size.
S2IBIS tool by default takes 0.05 or 0.1 V step size. I would like to
know does IBIS spec recommends any specific step size.
Could any one please let me know how to go about making VI curves for
small step size other than default value.
