I don't think the user of the IBIS model should do any adjustments.
The model maker should make the model so that it represents what the
buffer does.

Besides, the duty cycle may depend on a lot of things. Consider a
buffer who's turn off waveforms are much quicker and earlier than
the turn on waveforms. There will be a big variation in when you
see the transitions, manifesting itself as jitter and duty cycle
variation. The IBIS model can correctly represent this, in which
case the user will (rightfully) think that the buffer design is low
quality.

My main concern is that as an IBIS maker I can adjust the output
duty-cycle and delay in the correlation process because I have a
reference (transistor-level model) but for the end IBIS user the
adjustment may take several attempts and even not to obtain the correct
duty cycle.
It is the job of end IBIS user to make this adjustment?
If it is not then he/she may to evaluate our model like "marginal" or
"unacceptable" because in a first approach he/she sees a wrong waveform.
