An open drain buffer had a FET whose source is tied to "ground". The drain connection is brought to the outside of the IC package where a load is connected. If the load is connected between the drain and the ground (your message says Vref=0V) then there is no current allowed to flow in the FET. Try moving Vref to Vdd and it should solve your problem.
