The Terminator model is much better, you can have the powerclamp and
groundclamp tables contain the ESD characteristics and you don't need to
worry about the Vinh/Vinl issues.  Terminators include C_comp also.

 

Also, Input models do not have Pullup and Pulldown tables.  I'm sure you
meant powerclamp and groundclamp.

Another option would be using the Input model type, with the ESD
characteristics in the [Pullup] and [Pulldown] tables.  Of course, one would
include the pad capacitance, rail voltages, etc using the usual keywords.
The Vinh and Vinl values could be set to Vcc/2 to keep the parser happy.

 

The Input model type works for this because IBIS models only the current at
the pad, and not the internal circuitry of the receiver.

I have a question regarding IBIS models.

We have an IP that is just a short with only ESD diodes connected between
supply rails. 

There is no input or output section in this IP.

Would it be possible to generate IBIS models for such an IP ?

If yes how should it be done ?
