Lars,

IBIS does not have any provisions for modeling chip level RLC.
If you want to do that you can try to use [External Circuit],
but that territory is still quite new in the IBIS world...

Thank You for additional clarification. But I would argue that there is 
one more case, chip-level RLC values. The max values should go into the 
"min" column, right?
