No patents were declared. Michael reviewed the minutes of the February 19 meeting. Arpad Muranyi moved to approve the minutes. Lance Wang seconded. The minutes were approved without objection. Michael reviewed the list of active ARs. He had researched the handling of character sets in IBIS-ISS and provided the reflectors with his findings. Some discussion ensued. Michael noted that he believed there was an error in the IBIS-ISS rules declarations related to Windows vs. ISO/IEC character sets, which will be discussed in the opens portion of the meeting. He also noted that he had corresponded with Eric Bogatin on referencing, and was awaiting a reply. Michael noted that he had sent out an updated draft TSIRD addressing the extended ASCII rule for comments. He noted that no BIRD had been drafted or circulated yet. The team discussed the division of labor between various Task Groups as SPIM and IBIS 8.0 improvements are developed. The team agreed that most SPIM topics should be discussed in the IBIS-ATM meeting, with resolutions handed to the IBIS Editorial Task Group for inclusion in IBIS 8.0. Michael reviewed draft 2 of his TSIRD. He had only made a minor change On the IBIS-ISS specification, Michael noted that only ISO/IEC 8859-1:1998 characters are allowed, which includes a large number of extended ASCII characters of interest for Touchstone comments, including the copyright and temperature degree symbols. However, there is an error related to exclusions of characters, as "matching quotation marks" are intended to be unsupported in IBIS-ISS. However, these are only defined in the Windows-1252 specification, an extension of 8859-1 which is often mistaken for it. Matching quotes are part of a larger set of undefined 8859-1 characters. Arpad asked whether the intent was to allow all characters, noting that NBSP (non-breaking spaces) are sometimes difficult to find. Michael added that matching quotes could be excluded by simply excluding the undefined portions of 8859-1. Weston Beal suggested that the spirit of the request should be observed, and that matching quotes should be allowed. In fact, should the comments allow anything the users want? One could handle these characters in the file viewers. Arpad asked whether this applied to 16-bit characters. Weston replied that, if the viewer is ignoring some characters anyway, then they can say so; programs can allow anything they support. Arpad asked whether if someone saves file with mixed encoding this would be supported. One could still limit comments to 8-bit characters. Michael took the AR to update the IBIS-ISS text with a correction ISSIRD. [AR] He noted that this would be relatively low priority and, in addition, that the character set for the entire document, not just characters, would be affected. Arpad moved to adjourn the meeting.
