Rising Waveform

Hello All,

Anybody can tell me what will happen to the output waveform
if my IBIS model which only contain a Rising Waveform for V_fixture=0.0v and
Falling Waveform for V_fixture=3.3v?
My output waveform disable to reach full amplitude(3.3V), is the Rising
Waveform is the main problem?
