Levels 3 and 4 as you define them are mutually exclusive. Within the
current Version 3.2 level of IBIS you can only have a single stage
of coupled package information, or multiple sections (segmented) of
uncoupled package information consisting of discrete and distributed
elements.

Yes. Information in 2 overrides default information in 1. Any information
in 3 or 4 overrides information in 1 or 2.
