IBISCHK2 CORRECTION

Paul:

One correction to IBISCHK2 is that the model type "3-state" is correct,
NOT "3-State". The IBIS Version 2.0 Spec contains an error under the
[Model] keyword where it lists "3-State". Version 1.1 and IBIS_CHK
are correct in accepting "3-state".
