I think that if you intend to model the effect of power supply disturbances on
the switching waveforms at other chip receivers you would like a way to specify
the ground and power supply disturbances themselves. Probably a companion
proposal to bird42.

The proposal in question provides a way to determine part of the disturbance,
along with the appropriate simulator modelling for the package inductance and
capacitance. Determining the rest of the disturbance isn't addressed by this
proposal, but knowing a little bit more about a devices' characteristics never
hurt anyone. As they say, it's a start.

Although the two purposes are inter-related, they are distinctly different, and
should not be confused when judging the merits of any proposal to address
either problem.
