Interim IBIS Version 3.1

To All:

I have uploaded an UNOFFICIAL IBIS document in the work in progress
directory of eda.org:

   /pub/ibis/wip/ver3_1a.ibs

This document contains some terminology simplifications and the start of a
Table of Contents and General Introduction section. This is the first step
in a general editorial review of IBIS Version 3.0 leading to the editorial
improvements needed for IBIS Version 3.1. In the text, the ratification of
IBIS Version 3.1 is assumed to be in June, 1998.
