about BIRD63.3 example

I am looking at the 3.3v single ended receiver example in BIRD63.3
and here is the question:

Q) Since Tester_Vhigh is expressed as offset from Tester_Vth, should
the value of Tester_Vhigh be 1.0 instead of 2.5v in the 3.3v example ?
