As far as I am aware of there aren't any IBIS model development and validation courses. The only way to learn IBIS model development and validation is to learn by doing.
I would suggest you go to the EIA IBIS Forum website at http://www.eigroup.org/ibis/ibis.htm and download the IBIS cookbook and the latest IBIS Specification manual. Also another way to learn about IBIS modeling and validation is to do a basic search on the net via Yahoo or Google.
