Standard IBIS will not allow you to model your multilevel driver, you will
have to use the IBIS 4.1 features as Lynne points out.

  Usually, one bit has 2 level (0 or vdd). And 2 bits have 4 level at least.
Here is 2-bit using

    This depends on what you mean by "levels".

    If you mean 5 drive strength options, but no change in drive strength
option during a transition, then usually one IBIS model is created for each
drive strength.

    If you mean 5 different drive strengths used during one transition (such
as a buffer with internal feedback), then table-based IBIS modeling probably
would not be suitable.  In this case, one could consider IBIS 4.1, with an
AMS or SPICE language option.
