[IBIS] IBIS Quality Specification Version 2.0

The IBIS Quality Specification Version 2.0 was accepted by the IBIS
Quality working group, and is ready for review by the IBIS Open Forum.
The document resides in a temporary location at:

http://www.eda.org/pub/ibis/quality_wip/iq_ver_2_0.pdf

The document will remain in draft form, open for comment, for three IBIS
Open Forum meetings. After that time the final document will be voted
for acceptance by the IBIS Open Forum.
