"Sample_Interval" has no effect on filter coefficients. Although it is
convenient to think of "Sample_Interval" as being derived from some number
of samples per bit, there is no requirement that there be a rational
relationship. There is a bit_time, and the tap filter is normally
represented inside of the model as affecting uniform bit_times, but this
is also not a requirement. Taps can have non-uniform, tap spacings that
can be longer or shorter than bit_time.
