[IBIS] Please review BIRD 123.2

Hello everyone,

This is to announce that we decided to start the
technical review of BIRD 123.2 in today's IBIS
Open Forum teleconference in preparation towards
a final vote.

The ATM committee spent a considerable amount of
time and effort to prepare this BIRD and it is time
now to have a broader review. We would like to ask
everyone, especially the non-ATM people to take
a look at this BIRD and raise any questions and/or
concerns on these email reflectors or in the upcoming
IBIS Open Forum meetings.
