[IBIS] IBIS Version 6.0-WIP1 Uploaded for Review

IBIS Version 6.0 Work In Progress 1 will be introduced at the
August 9, 2013 teleconference for review.  (We plan for
a ratification vote on September 20.)

It contains improvements based on seven BIRDs documented
in the 00readme.txt file.  (BIRD162.1 will be processed at the
meeting and its changes are included.)  18 new Reserved
Parameters and one new keyword are introduced.

The BIRDs implemented in each Version are listed in Section 2.

The numbering of sections has changed to and numeric a "3.1" format
rather than numeric-alpha "3A" format.  Some sections have been moved.

Section 6 for Buffer Modeling now contains 4 subsections.  The former
section 6
for Model Statement now becomes Section 6.1.

However, the former Section 6C for Algorithmic Modeling Interface is moved
to 10.1,
and the Programming Guide is now in Section 10.2

Section 10.3 contains the basic rules and Reserved Parameters
Section 10.4 contains the Reserved Parameters for Data Management (Support
Files)
Section 10.5 contains all of the Jitter and Noise Reserved Parameters 
Section 10.6 deals with Repeaters
Section 10.7 contains tables that summarize the rules for all of the
Reserved Parameters
and data types as a quick reference.  This section also documents the 18 new
reserved
parameters in IBIS-AMI Version 6.0

There are many cosmetic formatting improvements.  Equations are expressed
in an equation font, and more tables are included for clarity.

A difference document based on comparison with Version 5.1 is also supplied.
This
document is probably the best way to review Section 6.3 where the
multi-lingual
improvements are clearly visible within a large section.

Please review and provide comments at the meeting or in writing to the
editing committee.
