Randy, I discussed this BIRD with my colleagues at Mentor, and we strongly feel that the text of the BIRD (and consequently the specification) should include the additional rules Vladimir mentioned to you in his comments earlier. If we (IBIS) feel that the IBIS parser should not be over burdened by having to check the content of the model against all those rules, we could state in the text that the parser will only check such and such, but we (Mentor) feel that all the rules that make a correct model should be spelled out in the specification. Please consider adding the necessary test to describe them.
