[IBIS] BIRD128.2: Allow AMI_parameters_out to pass AMI_parameters_in data on calls to AMI_GetWave

A revised BIRD128.2, Allow AMI_parameters_out to pass AMI_parameters_in data on calls to AMI_GetWave, is submitted on behalf of Walter Katz of Signal Integrity Software (SiSoft) and Ambrish Varma of Cadence Design Systems, Inc.
