Abbey, The IBIS specification is generally trying to not require things as much as possible. For example, note that none of the I-V tables are ***required***, even though it would make sense to say that a pulldown and pullup I-V table is required for driver buffers. Similarly, the capability is there for describing the package parasitics for supply pins. Whether model makers choose to provide it or simulation vendors choose to use it is really not supposed to be a concern of the specification.
