[IBIS] Draft IBIS 5.0 Specification Available for Review

A draft IBIS 5.0 specification has been assembled and is now available:

  http://www.eda.org/pub/ibis/ver5.0_wip/

Thanks to Bob Ross for his assistance in editing the document.

Comments, questions and suggestions are welcome.  Formal reviews and
calls for comment will begin starting with the next IBIS Open Forum
teleconference on April 4.
