BIRD 109 is only tying to clarify that the S_overshoot_high/low, D_overshoot_low/high is supposed to be the limits for guaranteed function. The former description in the spec. assumes function overshoot requirements to be the same as absolute maximum rating, which will destroy the component. In some cases these two requirements (function and absolute maximun rating) will be the same and in some cases they will differ. BIRD 109 tries to make it clear that if the two requirements differ what is to be specified in the IBIS model is the function requirement. We are still separating static and dynamic overshoot.
