Muniswar, According to the spec it is required, but as you discovered, the parser doesn't flag it. I know in this day of age with low voltage swing buffers this doesn't always makes sense, so I usually recommend to people to make the I-V curves based on the normal voltage swing conditions, not the supply conditions, and then add a point on each end of the I-V table by hand at -Vcc and 2*Vcc. So if you have a buffer with a 1.5 V supply but its signaling goes between 0.5 and 1.0 V, I would say putting meaningful data in the I-V table in the range of 0.0 to 1.5 V would be sufficient. After that just add two points at -1.5 V and 3.0 V.
