[IBIS] TSIRD2.1: Binary Format Support

The enclosed Touchstone Issue Resolution Document (TSIRD), Binary Format Support, has been updated to revision 2.1. It will be reviewed at the next IBIS Open Forum teleconference. Background documents, in "clean" and markup versions, have also been enclosed.
