[IBIS] RE: BIRD114.2

Sorry, I was away when you finalized the BIRD and I could not provide my comments ahead of time.

I raised the following two issues.

1. In the definition of "Integers"

| Integers are numbers which are written without a fractional or decimal
| component, and fall within -2147483648 and 2147483647. For example, 65,
| 7, and -756, 123e3 are integers, 1.6, 123e99 are not integers.

perhaps we should exclude negative exponents. This may be phrased as

| notation is used then the exponent shall be non-negative. For example, 65,
| 7, and -756, 123e3 are integers, 1.6, 123e99 or 123e-2 are not integers.
| Note that, for example, 1200e-2 is disallowed to specify an integer.

If we do not exclude negative integers we need to define unambiguously how the values like 123e-1 or -127e-1 are to be interpreted.

2. The term "token" is not defined. The paragraph

| The first token in the file may contain an arbitrary string and does not
| need to match the file name.

may be phrased using term "root name". Or, since there are no restrictions regarding that name, perhaps the entire paragraph is not needed at all.
