[IBIS] IBIS list policy

This is a gentle reminder that IBIS email list policy excludes commercial
solicitations. The list ibis@eda.org is intended for discussions concerning
the crafting of the various IBIS specifications and the business of the IBIS
Open Forum. The list ibis-users@eda.org is intended for discussions
concerning the production and use of IBIS models. Vendor-specific
discussions of IBIS-related tools and services are also discouraged.
