DESCRIPTION OF BUG:
No message in [Series Switch Groups] for missing On and Off function table
group entries

No Warning is given if entries for On or Off lines are missing below.

We suggest a Warning versus an Error because this problem has existed since
IBIS Version 3.0 parsers and does not seem to be a user issue.  Also, the
Specification does not document that it is illegal to have missing entries.

Note, if there are no lines with entries, E2629 is issued.

NOTES ON BUG FIX:
Classified at the September 6, 2019 IBIS Open Forum.
To be fixed in a future release.  A Warning message is proposed for all
Versions from 3.0 to 7.0.  A new version of IBIS includes a statement
(based on a BIRD) that it is illegal to have missing function_table_group
arguments for On or Off, than this message would be changed into an Error
for the IBIS Version and above where the Specification change is added.

August 3, 2020 - Checked, currently a W2509 message.  May be upgraded to an
E2509 if IBIS V7.1 contains the above statement.
