DESCRIPTION OF BUG:
No error is reported if Params are used with a File_TS in an [Interconnect
Model] within an EMS file

This issue would occur with IBISCHK 7.1.0 with [EMD Model] and [C Comp Model]
within EMS or EMD files, and with [C Comp Model] within an IBS file.
