The tool is available as s2ibis2. Information and Source code:
http://www.eda.org/pub/ibis/s2ibis/s2ibis2_v1.1/
IBIS 3.2 and 4.0 features can be added manually to the IBIS
file created by s2ibis2 (with updated [IBIS Ver]). Or you can
modify s2ibis2 for your own use.
At this time, there are no scheduled upgrades for s2ibis2.
