I would first recommend reading some papers to become familiar with
IBIS. A good place to start is

An ibis model is of one component (or multiple components). By using a
simulation tool you can instantiate multiple ibis models along with
interconnect to form a system model. You may then simulate the
interconnect of many components together.
You should be able to perform the signal integrity analysis you want to
do using IBIS models and an ibis simulator.
There are a variety of ways to create models for 'obsolete parts.
I wrote a paper on "Constructing Accurate Behavioral Buffers" that may
answer a number of your questions and is available in the designcon98
preceding.
