The timing test load in an IBIS model refers to the conditions under which the device's timing is specified, which don't have to match the way the device is used in an actual system. The values of Vref, Cref, and Rref should match the output timing specifications in the component datasheet. The IBIS timing test load information gets used to normalize the interconnect delays measured during signal integrity analysis of the system topology, so that they can be used to calculate system timing (setup/hold) margins.

because this setup is also used for timing measurement of buffers.
In my case Series resistance value is 25 Ohms.
