about the intel IBIS model

Hello Stephen,

I was looking at the input buffer model in the Intel IBIS files. One
item which is missing is the Vinl and Vinh. Are these Sub-Params must
be present for full compliant to the version 1.1 specification?

If yes, then we may need to update ibis_chk.
