I will not recommend a particular IBIS creation tool, but can say that they are generally found as offerings from the companies who produce IBIS simulators. As for s2ibis3, notable shortcomings are that it does not calculate C_comp and it will "double count" on-die termination currents by placing them in both the [Ground Clamp] and [Power Clamp] curves. Converting differential output buffers will require some manual intervention. The commercial tools tend to take away the pain of these issues. One consideration: buffer models that require clocked initialization sequences are increasingly common, and nearly impossible to convert with s2ibis3. But I'm not sure how well any available tools handle these, since the tools tend to use DC analysis to extract I/V curves and those buffer models simply do not work in a DC analysis. I have in the past resorted to rewriting s2ibis2 to use transient analysis instead of DC analysis for I/V curves. It is possible that some other tools may have also done this. Unfortunately I find myself having to generalize about all of this. You would have to contact the various vendors to get the specifics.
