Vmeas is the reference voltage level that the manufacturer uses when
specifying
the propagation delay and/or device output switching time. The Cref, Rref
and Vref
subparameters correspond to the test load that the manufacturer uses for
the component.
Example:
If a buffer has a prop delay of 1ns, is measured based on a the time the
input signal is valid
(for a one, when the signal crosses Vih) and the output signal crossed
Vmeas while the device
is loaded with the test circuit as defined in the data book.

Vmeas for a typical TTL output device is 1.5v

Hello,

Recently, I was asked to add the Vmeas parameter to an ibis model i'm
running.
It's definition is not clear at the ibis spec.
[ Reference voltage for timing measurements ] .
Is it the total output voltage the signal should climb to
or just a part of it?
