You can model it with two I-V curves.  One which
has the shape representing the pullup transistor,
and another which has a shape representing your
pulldown resistor.  If the resistor is on constantly
you can put its I-V curve in the ground clamp table.
 
I would recommend that you read the IBIS cookbook
to learn about the basics of IBIS modeling...
